Answer:

Article 1 of the Minister of Industry and Trade's Decision No. 765 / QD-BCT dated 29 March 2019 stipulating a list of items (accompanied by HS code) has been cut down for specialized inspection under the management responsibility of Ministry of Industry and Trade, updated and detailed to 8-digit HS codes according to Circular No. 65/2017 / TT-BTC dated June 27, 2017 of the Minister of Finance promulgating the List of export and import goods Vietnam.

Thus, this list of goods is a list of goods that have been cut down for specialized inspection when goods clearance procedures are carried out.
